The impending visit of Prime Minister Narendra Modi on July 4, 2026, to inaugurate the HPCL Rajasthan Refinery Limited (HRRL) complex in Pachpadra (Balotra district) marks a historic turning point for India's energy landscape and Rajasthan's industrial economy. As the nation's very first greenfield integrated refinery-cum-petrochemical complex, the ₹79,459-crore mega-project has a capacity of 9 MMTPA (Million Metric Tonnes Per Annum). The facility officially achieved its Date of Commercial Operations on June 22, 2026, successfully rolling out BS-VI grade diesel, LPG, and petcoke ahead of its July deadline.  The journey to this launch required remarkable coordination and resilience. The inauguration was originally scheduled for April 21, 2026, but had to be deferred following a localized fire in the Crude Distillation Unit (CDU) on April 20. Through an intensive, 75-day turnaround driven by the Union Petroleum Ministry, HPCL engineers, and proactive daily monitoring by Rajasthan Chief Minister Bhajan Lal Sharma, the damaged units were completely restored, safety-audited, and restarted in record time.  The July 4 event will be a massive state-wide celebration. Alongside dedicating the refinery, PM Modi will launch a slate of infrastructure upgrades across Rajasthan, including laying the foundation stone for the ₹13,000-crore Jaipur Metro Phase-2 and distributing appointment letters to thousands of newly selected government employees. Touted by the state government as an economic "game changer," the Pachpadra complex is set to ignite a massive industrial ecosystem in Western Rajasthan, generating over 50,000 direct and indirect jobs while substantially boosting India’s energy self-reliance.
